As it stands, this will be 99% available from next season. The 1% uncertainty is still there since it involves a third party provider, and legal compliance also needs to be confirmed before we can roll it out. But hopefully everything gets sorted before the end of this season.

You don't need to pay anything if you don't want to @Andre. The game is still completely free to play. Payment will be needed only for making cosmetic changes, or for increasing your convenience of playing it. And as we always say, they will be absolutely zero pay-to-win features which will give any disadvantage to non-paying users.
